Job Description

POSITION SUMMARY:

The Program Manager is responsible for managing and coordinating the program, supervising program staff, and managing grant implementation. 

ESSENTIAL JOB FUNCTIONS:

Essential functions of the job include, but are not limited to, supervising; relationship building; traveling; driving and having reliable transportation; utilizing a computer for typing; online outreach and conducting research; utilizing a telephone; attending meetings; and presenting to small and large groups.

MAJOR AREAS OF RESPONSIBILITY:

  • Plan, organize, supervise, provide quality assurance, and conduct process evaluation and outcome monitoring for the program activities
  • Supervise staff, including mentoring, coaching, conducting performance reviews, scheduling, and ensuring staff are
  • Follow these steps for project evaluation:  develop data collection protocols and forms, endure correct data collection by staff, ensure fidelity to Effective Behavioral Interventions (EBIs), analyze data for program monitoring and quality improvement, and work with CDC to request community based assistance
  • Facilitate project implementation and partner meetings, including but not limited to a Trans Health Advisory Board and the Youth Advisory Council
  • Develop operating practices and procedures, train staff, and monitor implementation
  • Manage expenditures as described in the grant budget
  • Work with fiscal management on budget revision requests
  • Participate in CDC Grant Meetings, required technical assistance, Central Ohio HIV Planning Alliance and other meetings as required
  • Prepare reports to funder
  • Establish close relationships with local homeless shelters, substance abuse treatment facilities, youth service providers and other community based organizations
  • Schedule HIV testing in community and at office sites in conjunction with existing testing efforts
  • Complete training in ARTAS, Freeman Patient Navigation Institute, Ohio Department of Health Client Centered HIV Test Counselor, Couples HIV Testing and Counseling, and other trainings as required by Equitas Health or the CDC
  • Create and manage a program marketing plan that includes printed materials, social media and earned media
  • Participate in quality improvement efforts and technical assistance
  • Collect, analyze, and report data on program activities, including ensuring data is entered timely and accurately into the necessary data systems
  • Review and recommend potential resources which are culturally sensitive to the targeted community.
  • Provide input and support to the program
  • Stay informed about current HIV/AIDS and TGNC health trends, developments, as well as state-of-the-art prevention efforts and strategies
  • Continuously grow and develop cultural competency and cultural humility, exhibiting an understanding, awareness, and respect for diversity
  • Other duties as assigned

Job Requirements

Knowledge, Skills, Abilities and other Qualifications:

  • Bachelor’s degree in public health, social work, women’s, gender and sexuality studies, sociology, adult education, public administration, nursing or related field required
  • Two to three years in project management required
  • Experience working with HIV, preferably in prevention
  • Experience with teaching or giving presentations
  • Experience implementing evidence-based practices with fidelity to program models
  • Previous work in program evaluation and quality improvement preferred
  • Experience with social media and networking required
  • Strong written and verbal communication skills a must
  • Must have sensitivity to, interest in and competence in cultural differences, HIV/AIDS, minority health, sexual practices, and a demonstrated competence and interest in working with persons of the transgender, non-binary or gender non-conforming community
  • Proficiency in all Microsoft Office applications and other computer applications required 
  • Regular and predictable attendance is required
